Toowoomba City is the central business district of Toowoomba in the Toowoomba Region, about 106 kilometres from the Brisbane CBD. Ruthven Street and Margaret Street form the main city blocks, with Toowoomba railway station in Russell Street, major shopping centres and heritage buildings defining the regional centre.

The commercial market is a regional city centre, with office suites and floors and medical or consulting suites serving Toowoomba and the wider inland region. Toowoomba, East Toowoomba and North Toowoomba are the closest comparisons.
